Inside Out - Criminalizing homelessness in America

The United States’ problem with homelessness is one of the worst among developed nations.

Recently, many US cities officially instituted laws that ban the practice of sharing food with homeless people.

Some cities have gone as far as to fine, remove or threaten to throw in jail private groups that work to serve food to the needy instead of letting government-run services do the job.

The city officials claim that the bans are instituted to prevent government-run anti-homelessness programs from being diluted. But in practice, many of the same places that are banning food-sharing are the same ones that have criminalized homelessness with harsh and punitive measures.

However, many pundits believe the bans are essentially designed to make being homeless within city limits so unpleasant that the downtrodden have no choice but to leave the city.

The UN singled the United States out in a report on human rights, saying criminalization of homelessness in the United States “raises concerns of discrimination and cruel, inhuman or degrading treatment.”

Arnold Abbott faces up to 2 months in prison
FORT LAUDERDALE, Fla. -
A controversial Fort Lauderdale law is getting some backlash after a 90-year-old man was arrested for feeding the homeless.

Arnold Abbott is facing up to two months in prison for violating a city ordinance that virtually outlaws groups from sharing food with the hungry.

The Fort Lauderdale mayor says he warned arrests were coming, but Abbott says he is planning on taking legal action.
"I'm going to have to go to court again to sue the city of Fort Lauderdale, the beautiful city. These are the poorest of the poor. They have nothing. Don't have a roof over their head, and how could you turn them away?" said Abbott.

Back in 1999, Abbott successfully sued the city for banning him from feeding the homeless on the beach.

Abbott says he will continue to feed the homeless and while he does not want to be arrested, he is prepared for the possibility.

Two ministers and a 90-year-old homeless advocate in Fort Lauderdale, Florida, face up to 60 days in jail and a $500 fine for violating a city ordinance that effectively outlaws sharing food with homeless people in public.

Homeless advocate Arnold Abbott, head of the group Love Thy Neighbor, has been feeding the homeless for more than 20 years.

Abbott, along with pastors Dwayne Blackand and Mark Sims, were arrested on Sunday after distributing food to the needy on a public sidewalk.

Florida Couple Fined for Feeding Homeless: 'They're Family to Us Now' Published on May 14, 2014
Police have fined and threatened to jail a Florida couple for feeding the homeless.

Debbie and Chico Jimenez have been feeding 120 homeless people at Manatee Island Park in Daytona Beach for more than a year, providing home-cooked meals, clothes and bicycles. Now, police say they're breaking the law.

On May 7, police gave them each a citation for $373. They were also threatened with arrest and incarceration.

"I couldn't understand why they were giving us a fine for feeding the homeless and because we were doing a good deed," Chico told Greta Van Susteren.

Debbie said their hope and prayer is that someone will provide them with a building so that they can legally feed the homeless.

"We do not want to lose our friends that we've been feeding for all this time," Debbie said. "They're family to us now and it's just heartbreaking, it really is."
