The Grant program celebrated twenty years of grant-making in 2006.
Since inception, the Grant program has received more than 9,143 grant
applications and awarded more than 1,743 grants. Grants have been made to
grantees located in 45 U.S. states and the District of Columbia, and in 74
foreign countries. Grant funding has helped build a diverse community of
institutions focusing on international conflict, including a wide array of
universities, thinks tanks, non-profit organizations, schools, and church
organizations in the U.S. and abroad. Through the Grant program, USIP has
developed new lines of communication among its grantees, and between
grantees and the broader community. Grants have produced groundbreaking work
in a wide variety of fields ranging from policy-oriented research,
educational curricula and training programs to radio and TV documentary
programs. In the last two years alone, grantees produced a total of some 548
products (books, documentary films and radio programs, articles, curriculum
units, etc.). Of these 548 products, 253 were published, including 55 books.

Where Do Pell Grant Dollars Go?

My colleagues here at Diverse recently reported that the U.S. Congress is
considering a $100 increase in the Pell Grant - the first increase since
2003 -- to offset the rising costs of obtaining a college education.
Advocates say the increase is needed, but doesn't go far enough, as
affordability is still a major issue in college access for minorities. The
average award of $2,421 falls far short of the $4,000 average full year's
tuition at a state university. The maximum grant is $4,050.

July 16, 2004 The IDeA Networks of Biomedical Research Excellence (INBRE)
Grant was awarded to the state of Idaho by the National Institutes of Health
(NIH) and the National Center for Research Resources (NCRR). One condition
of the INBRE grant is the submission of a very detailed annual progress
report to NIH and NCRR. The extensive information required by NIH and NCRR
for the annual progress report is all encompassing and requires specific
information, ranging from individual participants to campus wide data from
all participating institutions. In order to complete the annual progress
report to NIH/NCRR, we will require each institution to submit a detailed
annual progress report to the administrative INBRE office at the University
of Idaho. Below you will find a list of questions you may expect to see on
the annual progress report for your institution.

STATEMENT OF SENATOR JOHN MCCAIN ON THE FOREIGN OPERATIONS APPROPRIATIONS BILL FOR FY02
Mr. President, I am an enthusiastic supporter of robust American engagement
with the world, and I believe current circumstances demand such a presence.
We must also resolve to back our commitment with the financial resources to
support the range of our interests overseas. For this reason, I am
particularly disappointed by the long list of unrequested and unnecessary
earmarks in the FY 2002 Foreign Operations Appropriations bill, which total
$186.2 million. This figure represents $30 million more than was contained
in last year's Foreign Operations bill for programs neither requested by the
Administration nor authorized by Congress through the regular, merit-based
process for allocating scarce resources.

I. Background: The CRDF
The U.S. Civilian Research and Development Foundation (CRDF) is a unique
public-private partnership created to facilitate scientific and
technological cooperation between the United States and the countries of the
Former Soviet Union (FSU). It is a private, non-profit, charitable
organization authorized by Congress and established by the National Science
Foundation (NSF) in 1995 as an American response to the declining state of
science and engineering in the independent states of the FSU. The CRDF seeks
to address this issue by fostering opportunities for collaborative projects
between FSU and US researchers that:
